Please help, first time Dragon Goby owner!?

I recently bought a Dragon Goby from Wal-Mart, and it appears to be thriving, but it isn't very active. I know they are nocturnal, and I think my main mistake was putting aquarium rocks on the bottom instead of sand. Does anyone have some tips they can give me to make my Dragon Goby more active until I can afford to upgrade his environment?
