There's a guy that flirts with me but wont ask me out, is it because I have kids?

This guy that's my age, never married and no kids stares at me a lot but it's been months of this and he hasn't asked me out or anything. He's approached me and I've approached him but it's always just friendly chit chat. I have three kids and he's really nice to them but is he scared or maybe uninterested?
