How do you compare these two quotes?

Both have a rather twisted view of what freedom is, both quotes would have you believe that depending on the government is freedom. Why anyone would say that we should celebrate paying taxes is beyond me. Taxes are a necessary evil for maintaining government which is just another necessary evil for maintaining an orderly society, not something to celebrate.
