My dad wont let me hang out with a guy even if we are just friends.?

Im 14 and my dad is a little to overprotective about me dating. My older brother got a girl knocked up when she was 14. He needs to understand that I'm not going to be like that. I was also his first daughter. What I don't understand is that my 12 year old brother can date. I once told my brother to tell my dad that he has a girlfriend and my dad congratulated him! I tried talking to him about it but he just said that I wasn't allowed to and yelled at me for asking! When i talked to my mom about it she said that I could have a boyfriend but I couldn't go on a individual date with him. I'm fine with that but my mom is temporally in Des Monies for treatment. I think this guy at school is hot and he asked if I wanted to hangout with him but I had to turn him down because my dad is an ***! Please, I need your advice! (:
